It is true that there is a narrative in Buddhism that says that those who have been born into a heavenly existence lack the motivation to seek liberation from samsara. But what should that be? If such a person recognizes their mortality and has the karma to see phenomena's emptiness of intrinsic existence, they can attain enlightenment just as well as a human can. IMO.
