Well Namecheap did censor them, note the clientHold status on the WHOIS which means the registrar took the domain away from them. Also forgetting to pay the bill is impossible, it says the domain expires in 2033.

Try curling http://localhost:8080/api/status on the server, there shouldn't be no need to use the domain.
